ABSTRAK
Penelitian ini bertujuan mengembangkan sistem monitoring stok barang gudang layanan teknik PT PLN (Persero) ULP Rantau untuk mengatasi ketidakefisienan akibat sistem manual yang menyebabkan ketidakakuratan data, keterlambatan pelaporan, serta risiko kekurangan stok yang berdampak pada gangguan layanan listrik. Metode penelitian mengadopsi model Waterfall melalui tahapan analisis kebutuhan menggunakan kerangka PIECES, perancangan sistem menggunakan UML, implementasi berbasis PHP–MySQL dengan integrasi WhatsApp Gateway, serta pengujian fungsional black box testing. Data dikumpulkan melalui observasi proses stok barang, wawancara delapan staf gudang, dan analisis dokumen operasional PLN. Hasil menunjukkan peningkatan efisiensi rata-rata sebesar 95,8% (η = 95,8%) berdasarkan perbandingan waktu pelaporan manual (120 menit) dengan sistem baru (5 menit). Kesalahan pencatatan menurun dari 15% menjadi 0%, dan semua modul valid 100% pada pengujian black box. Inovasi utama sistem ini terletak pada otomatisasi laporan dan notifikasi stok minimum melalui WhatsApp Gateway, yang mempercepat koordinasi antarpegawai lapangan. Secara ilmiah, penelitian ini menegaskan penerapan prinsip Just-In-Time Inventory Management (JIT) dan Total Quality Management (TQM) dalam sistem logistik digital PLN, serta menunjukkan relevansi pembelajaran berbasis proyek (Project-Based Learning) sebagai pendekatan efektif dalam rekayasa sistem berbasis kebutuhan industri.

ABSTRACT
This research aims to develop a web-based warehouse stock monitoring system for the technical service division of PT PLN (Persero) ULP Rantau to overcome inefficiencies caused by manual stock management, which leads to inaccurate data, delayed reporting, and potential stock shortages that disrupt electricity services. The study adopts the Waterfall model, involving requirement analysis using the PIECES framework, system design with UML, implementation using PHP–MySQL integrated with WhatsApp Gateway, and functional testing through the black-box method. Data were collected through direct observation of warehouse processes, interviews with eight warehouse staff, and analysis of PLN operational documents. The results indicate an average efficiency improvement of 95.8% (η = 95.8%), based on a comparison between manual reporting time (120 minutes) and the new system (5 minutes). Recording errors decreased from 15% to 0%, and all modules achieved 100% validity in functional testing. The system’s main innovation lies in report automation and minimum stock notifications through WhatsApp Gateway, which accelerates coordination among field employees. Scientifically, this research reinforces the application of Just-In-Time Inventory Management (JIT) and Total Quality Management (TQM) principles in PLN’s digital logistics system and highlights the relevance of Project-Based Learning (PjBL) as an effective approach for system engineering based on industrial needs.
