Pelatihan dan Sertifikasi Pelaksana Lapangan Pekerjaan Gedung untuk Peningkatan Kompetensi Tenaga Kerja Konstruksi

Abstrak

Pelatihan dan sertifikasi bagi pelaksana lapangan pekerjaan gedung merupakan langkah strategis dalam meningkatkan kualitas tenaga kerja konstruksi, terutama di daerah berkembang seperti Kabupaten Balangan. Kondisi di lapangan menunjukkan bahwa sebagian besar pekerja belum memiliki kompetensi terstandar sebagaimana dipersyaratkan oleh SKKNI maupun regulasi BNSP–LPJK. Penelitian ini bertujuan mendeskripsikan proses penyelenggaraan pelatihan dan sertifikasi, menilai efektivitasnya terhadap peningkatan kompetensi teknis peserta, serta mengidentifikasi dampaknya terhadap kesiapan tenaga kerja lokal dalam pekerjaan konstruksi gedung. Metode penelitian menggunakan pendekatan deskriptif evaluatif melalui observasi lapangan, analisis dokumen pelatihan, dan penilaian hasil uji kompetensi. Tahapan kegiatan meliputi penyusunan materi, pembekalan teori, praktik lapangan, serta asesmen kompetensi oleh asesor bersertifikat. Hasil penelitian menunjukkan adanya peningkatan pemahaman peserta terhadap prosedur kerja, penggunaan peralatan, serta penerapan Keselamatan dan aKesehatan Kerja (K3). Selain itu, capaian uji kompetensi menunjukkan bahwa sebagian besar peserta memenuhi kriteria kompeten sesuai standar unit SKKNI pekerjaan gedung. Program ini juga berkontribusi terhadap penguatan kurikulum praktis di Program Studi Teknik Sipil melalui integrasi materi berbasis kompetensi. Temuan ini menegaskan bahwa pelatihan dan sertifikasi memiliki peran penting dalam meningkatkan kualitas tenaga kerja konstruksi di daerah berkembang dan layak untuk direplikasi pada wilayah dengan karakteristik serupa.

Abstract

Training and certification for building construction field supervisors constitute a strategic effort to enhance the quality of the construction workforce, particularly in developing regions such as Balangan Regency. Field conditions indicate that most workers have not yet attained standardized competencies as required by the Indonesian National Work Competency Standards (SKKNI) and BNSP–LPJK regulations. This study aims to describe the implementation process of the training and certification program, evaluate its effectiveness in improving participants’ technical competencies, and identify its impact on the readiness of the local workforce to perform building construction tasks. The research employed a descriptive–evaluative approach involving field observations, analysis of training documents, and assessment of competency test results. The program included material preparation, theoretical instruction, hands-on practice, and competency assessment conducted by certified assessors. The findings show an improvement in participants’ understanding of work procedures, equipment operation, and the application of Occupational Safety and Health (OSH). Furthermore, the competency assessment results indicate that most participants achieved the “competent” level according to the SKKNI unit standards for building work. The program also contributed to strengthening the practical curriculum of the Civil Engineering Study Program through the integration of competency-based materials. Overall, the study affirms that training and certification play a crucial role in enhancing the quality of the construction workforce in developing regions and are well suited for replication in areas with similar characteristics.
